Before stepping into his current acting role, Cao served as the Navy’s undersecretary. His military career spans 25 years, during which he served as a special operations officer with deployments to both Iraq and Afghanistan. Cao’s military repertoire also includes roles as a diver and explosive ordnance disposal officer. President Trump has lauded him as a “true warrior,” urging the Senate to expedite the confirmation process. Cao himself has expressed honor at the nomination, emphasizing his commitment to enhancing shipbuilding and safeguarding national security.
The nomination coincides with a period of increased scrutiny on the Navy, particularly due to operational strains linked to ongoing conflicts, such as the one with Iran.
